The Euro

Once considered the success story of the European Union, the Economic and Monetary Union (EMU) is now facing harsh criticism after the Greek sovereign debt crisis revealed fundamental difficulties in having an optimally functioning currency area in Europe. Was the design of EMU flawed from the start? Was the political drive towards monetary union too strong to allow a clear assessment of the economic difficulties ahead? Should we have foreseen the current crisis coming? Was it inevitable? And finally, is the euro zone going to break down after vain efforts to hold it together? These are some of the questions that this course will address by studying the history of the European monetary union, the design and mechanisms put in place in the treaties, and the drive of member states to adopt a single currency. We will also reflect on the reluctance of euro-outsiders to join, the lack of theoretical basis for the project, and the lessons we can learn from previous attempts at monetary union. This course fulfills requirements for the EU Studies graduate minor and MA in EU Studies, but is open to graduate students across campus.
