Credit: 4 hours.

Provides students with an understanding of the fundamental concepts of fiscal planning at the state and local levels of government. Addresses both the theory and methods of state and local finance, but most importantly, it is focused on state and local fiscal policy. Addresses emerging policy issues involving land use and taxation, spending and budgeting, intergovernmental cooperation, debt financing, financing for economic development, and privatization.

Prerequisite: Graduate standing or completion of UP 316 or consent of the instructor.
